Airlines promise a return to civility?for a fee

NEW YORK (AP) -- Airlines are introducing a new bevy of fees, but this time passengers might actually like them.

Unlike the first generation of charges which dinged fliers for once-free services like checking a bag, these new fees promise a taste of the good life, or at least a more civil flight.

Extra legroom, early boarding and access to quiet lounges were just the beginning. Airlines are now renting Apple iPads preloaded with movies, selling hot first class meals in coach and letting passengers pay to have an empty seat next to them. Once on the ground, they can skip baggage claim, having their luggage delivered directly to their home or office.

In the near future, airlines plan to go one step further, using massive amounts of personal data to customize new offers for each flier.

"We've moved from takeaways to enhancements," says John F. Thomas of L.E.K. Consulting. "It's all about personalizing the travel experience."

Carriers have struggled to raise airfares enough to cover costs. Fees bring in more than $15 billion a year and are the reason the airlines are profitable. But the amount of money coming in from older charges like baggage and reservation change fees has plateaued. So the airlines are selling new extras and copying marketing methods honed by retailers.

Technological upgrades allow airlines to sell products directly to passengers at booking, in follow-up emails as trips approach, at check-in and on mobile phones minutes before boarding. Delta Air Lines recently gave its flight attendants wireless devices, allowing them to sell passengers last-second upgrades to seats with more legroom.

And just like Amazon.com offers suggested readings based on each buyer's past purchases, airlines soon will be able to use past behavior to target fliers.

"We have massive amounts of data," says Delta CEO Richard Anderson. "We know who you are. We know what your history has been on the airline. We can customize our offerings."

Other airlines are experimenting with tracking passengers throughout the airport. In the future, if somebody clears security hours before their flight, they might be offered a discounted day pass to the airline's lounge on their phone.

Airlines have yet to find the right balance between being helpful and being creepy. So, for now, most of the data is being used to win back passengers after their flight is delayed or luggage is lost.

"We want to get back to a point where people feel like travel isn't something to endure, but something they can enjoy," says Bob Kupbens, a former Target executive and Delta's current vice president of marketing and digital commerce.

Most passengers select flights based on the lowest base fare. The online travel industry plays up that price sensitivity with sites named CheapOair.com, CheapTickets.com and InsanelyCheapFlights.com.

When airlines try to raise fares, they are met with resistance.

"Customers are very quick to either change travel plans, or use another carrier or not travel at all," says Jim Corridore, an airline analyst with Standard & Poor's.

In the past three years, airlines have tried to hike fares 48 times, according to FareCompare.com. During 29 of those attempts, bookings fell enough that airlines abandoned the increase.

Most fares today don't cover the cost of flying. While the average domestic roundtrip base fare has climbed 3 percent over the past decade to $361.95, when adjusted for inflation, the price of jet fuel has nearly tripled.

When oil prices spiked in 2008, airlines added checked baggage fees. Passengers still bought tickets on the base price and didn't think about the extra expense until the day of travel.

Now airlines are recasting fees as trip enhancements.

Travelers like Nadine Angress, of Mansfield, Mass., see the value. Her recent late-night US Airways flight home landed past six-year-old son's bedtime. She had to work early the next morning. So, for $30 she bypassed the baggage carousel and had the suitcase delivered.

"That was a very reasonable price to pay," Angress says. "It's making your life easier."

U.S. airlines collect more than $6 billion a year in baggage and reservation change fees. They also collect $9 billion more from selling extras like frequent flier miles, early boarding and seat upgrades. Together, the fees account for 10 percent U.S. airlines' revenue.

Fees provide airlines with another advantage: The Internal Revenue Service has said since they aren't directly related to transporting passengers, they aren't subject to the 7.5 percent excise tax travelers pay on base fares. Taxing fees would give the government an extra $1.1 billion a year to fund the Federal Aviation Administration, runway upgrades and air traffic control improvements.

Without the fees, experts say fares would be 15 percent higher.

"You're either going to go out of business or find a way to cover" your costs, says Robert E. Jordan, Southwest Airlines' executive vice president and chief commercial officer.

Southwest has held off charging for most checked bags. But it sells plenty of other add-ons.

Recently, it introduced a way for people at the back of the boarding line on some flights to cut to the front for $40. It's not a blockbuster seller ? one person pays up every two flights ? but with 3,600 daily flights, that nets $70,000 in extra daily revenue or $25 million a year.

Airlines now alter fees based on demand. United Airlines used to sell its Economy Plus extra legroom seats for one price per route. Today, aisle seats cost more than middle seats; prices are higher on popular flights.

That change in thinking has helped United increase fee revenue by 13 percent this year to more than $20 per one-way passenger.

Airlines are also starting to bundle items. Passengers purchase items they might not necessarily buy alone; it also simplifies the dizzying array of offers.

"I don't want you to have to do the math every time," says Rick E. Chat, managing director of digital marketing at American Airlines.

American offers a package for $68 roundtrip that includes no change fees, one checked bag and early boarding. Delta is experimenting with a $199 subscription that includes a checked bag, early boarding, access to exit row seats and extra frequent flier miles on all flights a passenger takes between now and Jan. 5.

Airlines say the fees bring a sense of fairness to the system. Why should a passenger with a small carry-on subsidize a family of four, checking suitcases?

Jamie Baker, an airline analyst with JP Morgan Chase, likens it to a meal at a restaurant.

"The sides are not included in the price of a steak," he says. "Airline ticket prices should reflect the costs incurred by the individual passenger."

A recent paper (Olson, 2013) finds a number of long-term studies were wrong about no-till practices building soil organic matter and thus sequestering carbon. Kenneth Olson, soil scientist at the University of Illinois, says the problem is how the studies measured changes in soil organic carbon (SOC, which is about 50% of soil organic matter by weight). According to Olson, these long-term studies compared the soil carbon measurements of no-till (NT1 in figure 1) to moldboard plowing (MP). They concluded that carbon was sequestered in the soil under no-till but not in tillage systems. Figure 1 shows what Olson says these studies measured.

The problem pointed out by Olson is that this scenario compares everything to the carbon levels in the moldboard plow system (MP) which is assumed to be at a steady state. Olson states: ?without? pre-treatment SOC data for the baseline treatment (MP), the SOC sequestration magnitude and rate?cannot be verified.? Olson?s point is that a snapshot measurement of SOC does not tell the whole story.

He argues convincingly that a baseline measurement of SOC is needed in all cases to determine both the sequestration rate and magnitude of both the no-till and moldboard plow systems. When this baseline measurement (A on the bottom axis) is included, as shown in the second figure below, the conclusions can be quite different.

Starting before the treatments have been applied (point A at the bottom of the graph) the SOC levels are the same (in science-speak: the plot averages are not significantly different). The treatments are applied for 10 to 20 years, then SOC levels are measured again (point B on the graph). Olson argues that SOC levels will change in both treatments because SOC is rarely steady, even over long time periods.

He points out that SOC levels in the moldboard plow treatment (MP) will often be lower at time B than A, showing that carbon is lost in this system. Olson found in his own research, and suspects the same in other studies, that SOC levels in no-till (NT1) fields also decreased, but at slower rates than the MP soil. Therefore, carbon sequestration, as Olson defines it, ?the process of transferring CO2 from the atmosphere into the soil of a land unit through unit plants [plants growing on that land unit], plant residues and other organic solids, which are stored or retained in the unit as part of the soil organic matter,? did not occur.

In other words, the no-till system is losing organic carbon, but at a slower rate than the moldboard plow system. Only if the carbon levels in the NT system increased between A and B (NT2 on the chart) could it be said that carbon was sequestered.

Olson?s conclusions, if they stand up under further scrutiny (it is a peer-reviewed paper) bring up several important points.

First, they highlight the fact that agricultural systems, even those that disturb the soil the least, are still degrading compared to native conditions, at least in the eastern half of the U.S. To this, I say: of course they are. The prairie did not allow for much export of food, so why is it the target for agriculture? ?Let?s move beyond comparing agriculture to untouched prairie and aim for something that works for us. If no-till protects the soil from erosion, slows the loss of organic matter and still produces food, then it is the best option we have.

Second, at least where soil organic matter levels were high before agriculture was introduced, the ability of agriculture to sequester carbon to mitigate greenhouse gas emissions seems to be limited. This may affect the ability of agriculture to be a player in any future carbon sequestration market.

Finally, the situation in the arid West is different. Here, where native soils are very low in organic matter, adding irrigation and high yielding crops has the potential to increase soil organic matter. However, high value vegetable production (potatoes, onions, carrots), which at present require tillage and complex rotations, make it unlikely that continuous no-till will be widely adopted in these irrigated regions.

The scientific community should review Olson?s revised definition of carbon sequestration, and if they help us get a better view of reality, adopt them and adjust our course accordingly.

Activists plan to form a human chain around the building.

The protest is part of a coordinated series of demonstrations at slaughterhouses and other animal agriculture facilities across the world for the 30th annual World Day for Farmed Animals.

States resist, build nascent insurance markets

RALEIGH, N.C. (AP) ? With new online health insurance exchanges set to launch Tuesday, consumers in many Southern and Plains states will have to look harder for information on how the marketplaces work than their counterparts elsewhere.

In Republican-led states that oppose the federal Affordable Care Act, the strategy has ranged from largely ignoring the health overhaul to encouraging residents not to sign up and even making it harder for nonprofit organizations to provide information about the exchanges.

Health care experts worry that ultimately consumers in these states could end up confused about the exchanges, and the overall rollout of the law could be hindered.

"Without the shared planning and the cooperation of the state government, it's much harder for them to be ready to implement this complicated law," said Rachel Grob of the University of Wisconsin-Madison, who has studied differences in how states are implementing segments of the law.

Several of the 14 Northeast, Midwest and Western states running their own insurance exchanges have spent weeks on marketing and advertising campaigns to help residents get ready to buy health insurance. At least $684 million will be spent on publicity explaining what people need to do next and persuading the doubtful to sign up for coverage, according to data compiled The Associated Press.

By contrast, most states across the South have declined federal grants to advertise the exchanges and ceded the right to run the marketplaces themselves. And early Sunday, the Republican-led U.S. House added to legislation that would avert a partial government shutdown a one-year delay of the creation of the marketplaces. Democrats have said delaying the health care law would sink the bill, and the White House promised a veto.

Governors from the Carolinas to Kansas have decried the exchanges and the rest of the law, which was passed by Congress in 2010 and many argue reaffirmed when voters re-elected President Obama in 2012. The Supreme Court in 2012 upheld the constitutionality of most of the law; a piece of the Medicaid expansion was an exception.

"When it came to Obamacare, we didn't just say 'no,' we said 'never,'" South Carolina Gov. Nikki Haley said last month alongside U.S. Sen. Tim Scott, whom she appointed last December when Jim DeMint resigned. "And we're going to keep on fighting until we get people like Sen. Scott and everybody else in Congress to defund Obamacare."

Others have gone beyond fiery rhetoric.

Missouri's lieutenant governor urged residents to refuse to sign up for federal health insurance, while Kansas legislators and the state's governor enacted a law symbolically declaring that residents can't be forced to buy health insurance.

In Florida, state officials ordered county health departments to bar from their property navigators hired under federal grants to explain the plan's complexities. Broward County commissioners last week ignored that ban and voted to allow navigators and other counselors into county offices, including health departments.

'We've encountered many, many issues with this, and this is a breakthrough for us to be able to go into the libraries, the health departments," said Jerson Dulis, who was trained to help enroll people in the state exchange. He works for Broward Community & Family Health Centers Inc., which received a federal grant to provide consumers understand and enroll in health insurance plans.

In places where state officials have declined to disseminate information, the work is left to nonprofit organizations and word-of-mouth among consumers.

North Carolina is among the states that have left the running of its exchange to the federal government. This year, the state refunded what remained of a $74 million federal grant that would have helped consumers and linked computers.

Asa Gregory, 36, of Wilson, works sporadically as a substitute public school teacher and has lacked health insurance for seven years, paying the medical bills after a traffic accident with help from his parents.

"I would like to have health insurance. I think that's a no-brainer," he said.

Gregory said he's been checking out the government's information web site at www.healthcare.gov but feels "there's certainly quite a bit for me to learn."

"I'd say, percentagewise, what do I know about what's happening on October 1st? I'd say maybe 40 percent," he said. "I'm not confident that I know a majority of the information, but it's gathering, and I'm looking at it. I'm preparing for the opportunity of the marketplace."

Sherry Graham, 72, said she's hoping insurance company competition will drive down the price she pays for her daughter's individual coverage. Graham said rising premiums force her to squeeze her pension and Social Security checks to pay her daughter's $420 monthly insurance premium because the younger woman works only part-time.

"Every year here I am trying to find another $100 or so to add to the monthly premium to keep her insured," said Graham, of Raleigh. "It's enough to hurt. I have to figure out where to get that money from because I'm not getting a raise, like ever."

In response to confusion over the health overhaul, officials in the Carolinas have grudgingly made moves to lessen disruptions.

North Carolina Gov. Pat McCrory's health agency recently urged county social services departments to discuss the insurance exchanges when people come in seeking food stamps or child care help. The Republican governor's administration also encouraged social services agencies to offer space as available to navigators.

In South Carolina, which also left advertising and running the exchange to the federal government, the state Medicaid agency ramped up its call center to handle 50 percent more calls as people have questions about the law, deputy director John Supra said.

Others are taking a harder line.

Florida Republicans are vehemently pushing back against implementing parts of the law. The Florida Department of Health recently ordered county health departments across the state to ban navigators from conducting outreach on their property. Florida has one of the highest uninsured rates in the country with an estimated 3.5 million lacking insurance.

Gov. Rick Scott, a vocal opponent of the law, has echoed GOP talking points about privacy concerns, penning a letter last week to top congressional leaders expressing concern about the security of people's personal information as they sign up for health coverage under. Scott's strong opposition has drawn sharp criticism from Democrats.

"It seems that Gov. Scott and his staff spend their days conjuring up new ways to keep Floridians in the dark about health care choices coming Oct 1," U.S. Rep. Ted Deutch said at a recent meeting with a handful of navigators.

In Kansas, a 2011 law Republican legislators and Gov. Sam Brownback enacted declared that residents can't be forced to buy health insurance or penalized. The measure was largely a symbolic protest, given supremacy of the federal law.

Missouri bars state employees from helping implement an insurance exchange, leaving it entirely to federal direction. Last week, Lt. Gov. Peter Kinder this week urged Missouri residents to resist the federal law by refusing to sign up for health insurance. They could be forced to pay a fine of $95 or more if they don't.

"I don't see any reason to enable the implementation of this law," Kinder said. "I think the whole thing is in the process of collapsing."

Canadian Online TV Grows Though Traditional TV Still ... - internet TV

The development of internet TV around the world continues to grow as proven by every passing report, with the latest effort emerging from the North American nation of Canada, with a suggestion that one-third of all citizens ?watched television online? during the year?2012.

crtc_logoA report (the ?Communications Monitoring Report?) created by the Canadian Radio-television and Telecommunications Commission (CRTC),?puts?forward that services such as Netflix are the main driver for such development, although ?traditional methods??for both TV and radio?are still primarily applied throughout the country.

For Canadian internet TV consumption, the average amongst the 33% of viewers is noted as 3 hours per week of content, rising from a figure of 2.8 hours measured in 2011, whilst for viewing platforms, it was noted that 6% of Canadians watch content via a mobile device (tablet computer or smartphone), and?4% view ?TV programming? online-only.

People listening to streamed radio in 2012 was also on the rise with a rate of 20% partaking, whilst 22% streamed audio via devices (with 14% and 8% through smartphones and tablet computers, respectively), and 13% stream music through a ?personalized internet service?.

The totals for online activity as a whole carried a split measurement regarding Canada?s famed linguistic divide, with English-speakers consuming an average of 20.1 hours of internet connection per week, whilst French-speakers averaged 13 hours.

In a press release over the study, CRTC chairman Jean-Pierre Blais stated: ?It is interesting to note that Canadians? habits are evolving. More Canadians than ever are watching and listening to content on their computers, smartphones and tablets, yet the vast majority of programming is still accessed through traditional television and radio services.?

The organization note that a key reason for the fast-growing success of online TV is the lack of their own restrictions that TV stations have to follow regarding a ?Canadian content quota?, with the lack of CRTC control over the internet meaning a wider variety of shows and movies can be found.

Leading the online figures used for the CRTC report is naturally those regarding Netflix, with 17% of citizens registered to the service in 2012, though?the average rises to 25% when only counting the anglophone community. 84% of those Netflix users claimed they used their subscription to stream at least one video (TV episode or movie) per week.

CRTC vice-chairman Peter Menzies added to the opinions from the regulatory body over the developments, summarising: ?We?re looking at a communications environment that is radically different from what it was only 10 years ago. Since then, the structures, the business models, the products and the technology of the industry have been dramatically transformed?- to say nothing of the needs, the tastes, the expectations and the behaviour of consumers.

?But the overall result has been a complex system of rules built on an old foundation that was never designed to support them. [Due to internet access, the CRTC] can no longer define ourselves as gatekeepers in a world in which there may be no gates. [We must now ask ourselves how we can] act as an enabler of Canadian expression, rather than as a protector?? We can?t tell Canadians what to watch, nor should we. They are free to enjoy a much wider range of information and entertainment than ever before. And they are.?

EA plans to disperse the 'NCAA College Football' development team which has resided at EA Tiburon along with the 'Madden' football.

EA has further stated the end of the series will not "affect our committment to" this year's game, 'NCAA Football 14.' With the game's ability to support custom rosters, it is likely that the community will make roster updates for years to come.

'NCAA Football' was the last video game involving collegiate sports. Other titles, such as college basketball games have long been out of production. Ultimately, while many people declare the end of a 'NCAA Football' as victory against EA, the demise of the series just goes to show how easy a target video games are. EA had been listed as the largest source of license revenue for college sports after apparel makers.

It's hard not to watch Fruitvale Station with a coiled dread... Yet, Coogler's greatest achievement may be in reminding us that Grant was a work in progress with people who loved him in spite of his flaws and because of his hopes.

We feel the death on the platform so acutely not because it's a stupid act of randomness, but hardly untypical racist violence, but because we've come to love this man.

Michael B. Jordan (The Wire and Friday Night Lights) plays Oscar with the heart and compelling charm required to make us feel close to him.

It's a story of one young man's tragedy, a story that resonates with so many other tragedies. Oscar Grant wasn't some mere symbol; this film makes him flesh and, unfortunately, blood.

An eloquent memorial for a man who barely experienced life, and a haunting reminder of how quickly it can be lost.

Some of this narrative feels cliched, but Coogler and his actors make it work by leaning toward understatement.

Assured directorial debut of the 26-year-old Ryan Coogler.

It's an unflinching, 360-degree character portrait.

A good first film but not quite deserving of the hype. The best parts have nothing to do with Oscar Grant's murder but the quotidian tale of survival by a young man with the best of intentions.

The slow first hour is more than compensated for by the half hour climax that leaves one in tears.

As Grant, Michael B. Jordan's stunning good looks and immaculately restrained acting affects even those who don't want to be manipulated-who want to watch this story with unfogged eyes.

Without emotion-tweaking music or too much fictional streamlining and highlighting, he captures a sense of the random and pointless horror of a young man shot in the back while laying on his stomach

...writer-director Ryan Coogler and his actors do such a good job the film is consistently compelling despite its predestined finale.

Merkel looks left to rescue Germany's energy revolution

Angela Merkel's best hope of saving her bold energy revolution may lie in a coalition with the centre-left Social Democrats (SPD), who could agree to modest cuts to costly incentives for green power which are, paradoxically, driving up energy prices.

The German chancellor's experiment to wean Europe's biggest economy off nuclear and fossil fuels and push it into renewables is at risk because generous subsidies have proved so popular with investors in green power that the country is straining under the cost.

While a boom in renewables has boosted supply and led to a fall in wholesale power prices, the incentives, or feed-in tariffs, are paid for by end users via surcharges added to their electricity bills. These charges mean German consumers pay the second highest power prices in Europe.

Powerful, export-oriented German industry has sounded the alarm and warned that its competitive edge is at risk. Some firms have even threatened to shift production abroad if the government does not act to reduce energy prices.

Merkel has long said that a reform of renewable subsidies, will be a top priority for a third term but it is a delicate balancing act to reduce feed-in tariffs to help industry, while ensuring investment in renewables does not grind to a halt.

Merkel's 'green revolution' is widely seen as her biggest domestic policy and will be a crucial issue in any coalition talks which are expected to be long and difficult.

"The energy shift is a legacy issue for Angela Merkel. She has staked a considerable (amount) on it," said Miranda Schreurs, director of Berlin's Environmental Policy Research Centre and a member of a panel which advises the government.

After emerging victorious in an election on Sunday, Merkel is searching for a coalition partner. On energy, the SPD looks like a better fit than the alternative, the environmentalist Greens, and her outgoing partner, the Free Democrats (FDP).

"The FDP's electoral loss could be a win for the energy shift," said Schreurs.

The FDP, which failed to win enough votes to remain in parliament, has run the economy ministry for the past four years, acting as a brake on Merkel's "energy shift".

The FDP only reluctantly agreed to her decision to accelerate the nuclear phase-out in 2011 after Japan's Fukushima disaster and, as a champion of the free market, wanted to scrap the subsidy system altogether.

The SPD, by contrast, introduced incentives for renewables more than a decade ago when it ruled in coalition with the Greens even though the SPD has deep roots in the coal industry.

The Greens, a less likely partner for Merkel's conservatives, are against cutting renewables subsidies and have fewer qualms than the SPD about making industry pay.

Regardless of which partner Merkel ends up with, the departure of the FDP may also make it easier for Berlin to back EU plans to withhold some CO2 trading permits. Brussels hopes this idea, known as 'backloading', will save the Emissions Trading Scheme, the EU's main tool to fight climate change.

INDUSTRY PRESSURE

Time is of the essence.

German industry, worried about competition from U.S. rivals enjoying cheaper energy because of the shale gas boom there, is threatening to move abroad if action is not taken fast.

Nearly two thirds of 2,000 companies surveyed by the Chambers of Industry and Commerce, or DIHK, said affordable energy was their top concern and called for radical reforms to subsidies.

The industry group BDI said on Monday reducing energy costs would be crucial for the survival of energy-intensive industrial companies, which account for nearly 1 million jobs.

The surcharge for feed-in tariffs, which pay producers a guaranteed price for green energy they provide to the grid for up to 20 years, has risen sharply in the last few years.

It shot up 47pc this year alone - and is expected to increase further as more Germans install solar panels and invest in wind turbines. This, say Merkel and the SPD, is unsustainable for both households and industry.

"The conservatives and SPD agree ... that the competitiveness of German industry is the most important thing," said Famke Krumbmuller of the Eurasia Group consultancy. "With this in mind, they will address feed-in-tariffs."

There are some exemptions from the surcharge, to help the steel, glass and building materials sectors, which are likely to be reduced overall, but under pressure from the industry lobby, the most important ones will stay, said Krumbmuller.

The trick will be not to reduce the incentives so much that investment in renewables stops. The government wants renewables to make up 35 percent of German power generation by 2020 and 80 percent by 2050 -- from about 24pc now.

The offshore wind industry, in particular, is clamouring for continued support as its expansion has proven more costly than expected.

The wind power industry association BWE said on Monday that if support for green energy is cut back too much, areas of Germany which have flourished due to new green investment would suffer. The sector accounts for 120,000 long-term jobs.

Schreurs said that feed-in tariff reform could include shortening the period of guaranteed payback to 10 instead of 20 years and a reduction in the price paid for photovoltaics or electricity derived from onshore wind.

To help ensure a reliable supply of power, there could also be a shift to what experts refer to as a 'capacity market system'. This would ensure future supply by paying generators for their readiness to supply capacity rather than for the electricity produced.

Well, the Chairman of the privately-owned company, Guido Barilla, got himself into some hot water yesterday when he?told an Italian radio show?that Barilla is a company that ?likes the traditional family.? ?And therefore, you?re not going to see any gays in Barilla?s advertising. ?And if gays don?t like it, ?they can always go eat someone else?s pasta.?

Yeah, freedom of expression. ?Anti-gay bigots, and conservatives generally, usually misunderstand the concept of freedom of expression to mean that they get to say any inanity with impunity. ?Doesn?t work that way. ?Barilla absolutely has the right to say that Barilla pasta is for straight people. ?And we have the right to tell him to vaffanapoli.

UPDATE: Speaking of free expression, Italian gay rights advocates, including members of the Italian parliament, are now calling for a boycott of Barilla (#boicottabarilla #boycottbarilla). ?Italian ?family? advocates are, however, siding with Barilla over gay families, which they claim are not ?natural.? ?Those same family advocates claim that ? get this ? criticizing Barilla for its attack on gays is itself an attack on ?civil liberties.?
