We live in uncertain times. Violent floods and storms, volcanic eruptions, earthquakes, tsunamis, hurricanes and so on; such disasters have one thing in common; they are catastrophic risks that rarely affect you in your lifetime, but if they do happen, the consequences can be devastating. The problem with catastrophic risk is that because it is so rare, it can be badly underestimated. Yet, being prepared for a catastrophe can save you from untold distress.

How fortunate we have been in Nigeria, yet global climate change seems to have affected even our local weather; heavy rains fall during the harmattan season and we have long dry spells in the thick of the rainy season with exceptionally hot weather climbing to scorching temperatures.

When the rains come; the downpours are often unusual in their intensity and have caused flooding in many areas. The weather has never been more unpredictable.

Such vagaries can have serious effects on your home and are just one of the things that should remind you of your homeowner?s insurance.

Homeowners insurance gives protection to the physical home from the risks of floods, fire, and other natural disasters. It is the physical home, the bricks and mortar that if severely damaged or destroyed can have dire consequences. Do you have adequate insurance cover?

Bunmi and Bayo Ajala lived in a bungalow in Lekki Phase II which they bought for N8,000,000 nine years ago. Soon after they moved into the house, The Ajalas began to undertake major home improvements and added an extra bedroom, and fully modernised the kitchen and bathrooms. A few years later they replaced the tiles in the living and bedroom areas and more recently, replaced the entire roof. All these enhancements and renovations significantly increased the value of their home and it was their pride and joy.

One evening as they prepared to retire for the night there was a sudden power surge, the lights droned loudly and became very bright, then there was a popping sound and a strong smell of burning. Fortunately no one was injured and no life lost.

The market value of the Ajala?s property had risen steadily over the years and before the disaster it was worth about N40,000,000. However, they had continued to insure the structure for its original value, which kept their premiums nice and steady but this meant that the house was underinsured.

How much would it cost to rebuild your home if it was severely damaged in a flood or gutted by fire? Can you afford to rebuild it to its original dimensions and quality? Be conscious of the fact that the value of your home insurance may have lagged behind its replacement cost. We all know how the costs of building materials escalate with inflation each year. If there has been severe structural damage this could well include demolition costs plus engineering and other professional fees.

Have there been additions to your house since the last time you renewed your policy? Perhaps you modernised and enlarged the kitchen, built another bathroom or an extension? Don?t ignore any outside improvements; you might have had extensive landscaping done or a swimming pool added. Whenever you make significant improvements to your house, inform your insurance company so that cover may be adjusted to reflect these additional costs. Your premiums will go up, but at least you won?t find yourself unable to replace your property in the event of a disaster.

It is important to review your homeowner?s policy annually as it comes up for renewal. Don?t just get your office to forward the same premium cheque you have been sending to your insurance company each year. Assess exactly what you need and then work with your agent to design the best package for you; you might need to upgrade the policy to one that covers your most significant risks. For example, do you live in an area that has begun to flood? If you know that you face an increased risk of flooding you can opt for additional coverage for such an eventuality.

Bear in mind that standard homeowner?s policies may exclude some catastrophic risks. The onus is on you to read the fine print to see exactly what is included and excluded. The worst time to find out that you are underinsured is when you have tried to make a claim and discover that the amount you are covered for cannot cover the cost of repairs or replacement.

According to a recent US survey, two out of every three homes are underinsured.? I wonder what our statistics are in Nigeria. The important thing to note is that insurance is a critical part of your financial life that you cannot afford to ignore. Make sure that you are one of the few people that actually take the time to review insurance policies and adjust as necessary. Remember, having adequate insurance on your home is your responsibility.

Coin tossing breaks tie in Philippine mayoral race

MANILA, Philippines (AP) ? What do you do when two candidates running for mayor in the Philippines get exactly the same number of votes? You get them to toss a coin.

Marvic Feraren and Boyet Py both received 3,236 votes for mayor of San Teodoro town in Mindoro Oriental province in Monday's elections.

The Elections Commissions suggested the two men flip a coin five times each, which is allowed under the country's Election Code to break a tie.

Feraren won Tuesday, but not before a second round of coin flipping.

They tied in the first round too.

Senators struggle with tech industry concerns on U.S. immigration bill

WASHINGTON (Reuters) - Senate supporters of a broad U.S. immigration bill struggled on Wednesday to satisfy technology companies that want greater leeway to hire high-skilled foreign workers.

Democratic Senator Charles Schumer of New York took the lead in trying to broker a compromise on a visa program for skilled workers known as H-1B that has divided business groups and organized labor. The two sides are at odds over requirements that companies first seek Americans for any job openings and a prohibition on displacing U.S. workers.

The tech industry and labor both wield a great deal of clout in the debate over a sweeping Senate bill that would step up border enforcement, give 11 million illegal immigrants a chance for citizenship and revamp visa programs for high- and low-skilled workers.

The AFL-CIO labor organization says the recruitment and displacement requirements in the bill are merely efforts to protect American workers, while the tech industry argues the provisions are burdensome and in some cases unworkable.

Pushing on behalf of the tech companies is Republican Senator Orrin Hatch of Utah, who has not yet said whether he will back the broad immigration bill but says changes to accommodate tech firms could be crucial to his decision.

Hatch has introduced several tech-related amendments to the bill written by the bipartisan "Gang of Eight" senators. The amendments are strongly supported by Silicon Valley and business groups such as the Chamber of Commerce, but opposed by the AFL-CIO.

The labor organization has a powerful ally in Senator Dick Durbin, an Illinois Democrat, who strongly opposes giving companies more leeway to hire foreign workers.

Schumer is working to settle the issue before a meeting of the Senate Judiciary Committee scheduled for Thursday, according to congressional aides and lobbyists. Schumer, Durbin and Hatch all sit on the Judiciary Committee, and Schumer and Durbin are members of the Gang of Eight.

HATCH'S SUPPORT SEEN CRITICAL

The Group of Eight senators, who have pledged to work together to preserve a consensus on the immigration bill, met on Tuesday night. The H-1B visa program was one of the issues discussed, according to congressional aides. The group has been urging both sides to reach a deal on the visa program and considers Hatch's support to be important for the bill's chances in the full Senate and in the House because of the message it would send to other Republicans.

"I think the rest of the group understands that Hatch's support is critical," one congressional aide said. "We need all the support we can get. Senator Hatch has said that if we can address the H-1B issues in the bill, that he can support the legislation."

A system known as "E-Verify" that allows U.S. employers to check the legal status of workers is also proving to be a divisive issue in the discussion of the immigration bill.

Under the Senate bill, use of the system would be mandatory for all employers within five years. But businesses and many civil liberties groups worry about an error rate in which roughly one out of every 400 searches turns up incorrect information. That sometimes happens because of errors in typing names into the system or because of issues such as confusion over name changes for people recently married.

In an amendment backed by a broad array of interest groups, Democratic Senator Al Franken of Minnesota has proposed delaying the full implementation of the verification mandate for companies with 14 or fewer employees unless the Department of Homeland Security, which oversees E-Verify, can certify the system meets a certain accuracy rate.

The amendment is backed by groups including the American Civil Liberties Union, several immigrant advocacy groups and some small-business organizations. But it is strongly opposed by the National Restaurant Association, which says exempting some businesses but not others would make for unfair competition.

"It's a deal-killer. If you start creating exemptions, how are people going to see that you are serious about enforcement?" said Angelo Amador, vice president of labor and workforce policy for the National Restaurant Association, which represents some 980,000 food-service establishments.

But Chris Calabrese, legislative counsel for the ACLU, said the amendment would keep pressure on the Department of Homeland Security to try to ensure E-Verify is as accurate as possible.

"I think what this does, which is so important, is it keeps the focus on accuracy, in a real and meaningful way so that there will be an actual consequence if the system is not accurate," Calabrese said.

Male testosterone levels increase when victorious in competition against rivals, but not friends

May 14, 2013 ? Sporting events can bring a community together, such as when the Louisville Cardinals won the NCAA championship and University of Louisville campus was filled with camaraderie. They also can fuel bitter rivalries, such as the long-standing animosity between the St. Louis Cardinals and the Chicago Cubs. A new University of Missouri study has found that testosterone levels during group competition are modulated depending on the relationships among the competitors and may be related to the formation of alliances in warfare.

"One interesting thing about humans is that we are the only animal that competes in teams," said Mark Flinn, professor of anthropology at MU. "Our hormonal reactions while competing are part of how we evolved as a cooperative species. What we found in our study is that although male's testosterone levels increase when men are victorious against strangers or rivals, levels of the hormone tend to stay the same when competing against friends."

Flinn and his research team studied males from varying age groups on the island of Dominica while they played dominoes or cricket. Flinn found that when males competed against a group outside of their community, their testosterone levels rose during and after competition if they won, but diminished following a defeat. However, when males competed with their friends, their testosterone levels did not change in response to victory or defeat.

Competing in sport coalitions can raise testosterone levels in males, but males don't have to be competing in order to see a rise in testosterone. Flinn says that when watching a favorite sport team the viewer is a part of a coalition of fans in the community and can also get a rise in testosterone levels while watching games.

"For example, when MU plays the University of Kansas, males will probably have a huge increase of testosterone during the game and afterwards if their team is victorious," Flinn said. "At the same time we can create a coalition of fans while attending the game and bond together during the event."

Flinn suggests that coalitions may have had important effects on the evolution of human social psychology.

"The fascinating thing about humans is that whether we are watching or playing the sport, we have the ability to put interactions among the whole team in our heads," Flinn said. "That just shows how complex our social psychology is. For example, a hockey or basketball player can anticipate how his teammates are going to react when he passes to each one of them and predict the outcome. The ability for humans to be able to do that is pretty astonishing."

Members of Flinn's research team include Davide Ponzi, now a postdoctorate at the University of Chicago, and Michael Muehlenbein, associate professor of anthropology at Indiana University.

5 Steps to Fix a Leaky Faucet

Whether it?s the cause of water pooling under your sink, or the annoying dripping sound that keeps you up at night, a leaky faucet is a nuisance that could turn into a full-blown problem if not addressed properly. Fortunately, putting a stop to a leaky faucet, such as the compression faucet in your kitchen, can be surprisingly inexpensive and simple.

Tools you?ll need:
? Adjustable wrench; C wrench
? Phillips and/or flat-head screwdriver
? Penetrating oil, such as WD-40 or CRC
? Replacement washers and O-rings

Step 1: Don?t make a mess worse by transforming your broken faucet into Old Faithful. Before applying any wrench or screwdriver to your fixture, make sure your water supply is turned off, from the handles over the sink to the knobs underneath that control the water coming in from the main line.

Step 2: Remove any decorative parts of the handle knobs. A simple prying with a flat-head screwdriver will take care of that. Underneath each knob, there will be a screw that mounts the handle to the stem. Unscrew, then gently remove the handle with your flat-head. Using penetrating oil can assist in loosening it, allowing you to take the faucet handle off the stem.

Step 3: Use your wrench to loosen the packing nut. From there you should notice the stem. Remove that as well. Depending on the faucet, some stems pop right off, while others twist off from the valve. Check the removed parts for any damage.

Step 4: If everything is intact at this point, inspect the O-ring and washer inside the valve seat?they could be the reason for your leak. Remove the washer and put a replacement inside the seat.

It?s crucial to make sure your replacement washers and O-rings are an exact fit. If you are unsure about either, check the seat to see if the sides fit a cone-shaped or flat washer, and purchase the appropriate type. You may want to take the old O-ring to your local hardware store to verify the correct size. You can also buy a package including many different sizes of O-rings?sometimes it?s worth the extra few bucks.

Step 5: From here, carefully reassemble all the parts (in order of washer/O-ring, stem, packing nut, screw, and handle). Slowly and gently turn the knob to test the running water and check to see if you?ve licked that leak.

If, after all of your hard work, you notice the faucet is still dripping, then the cause may be corrosion in your valve seat. If not cleaned over time, it can produce leaks near the spout. Other potential problems are worn-out seals, loose parts, or, even worse, broken plumbing. If your troubleshooting leads to these areas, or if other sudden complications occur, then it may be time to call a professional plumber.

Mom of stabbing victim: Accused boy, 12, 'could never' hurt sister

VALLEY SPRINGS, Calif. (AP) ? A day before a 12-year-old boy was arrested for the stabbing death of his 8-year-old sister, his mother described him as "protective" of his younger sibling.

Leila Fowler's killing last month shook the quiet community of Valley Springs, southeast of Sacramento, and set off an intense manhunt. Her brother was in the home at the time and told police he saw a man run from the scene.

Days later, the boy appeared with his father and stepmother at a vigil for his sister. On Friday, as speculation in the community built that perhaps the boy was involved, his biological mother told Sacramento television station KOVR her son "could never hurt his sister."

"I've never seen him be mean to her," said Priscilla Rodriquez.

Less than a day later, police delivered the stunning news: The 12-year-old boy had been arrested and will be charged with homicide.

For a community still reeling from the killing, the news was another blow.

"It's bad enough to lose a child. I can't imagine losing a child by one of my own children," Patti Campbell, a longtime area resident and owner of Campbell's Country Kitchen, told The Associated Press.

Campbell, a resident of the area for 33 years and the operator of the Valley Springs restaurant for 15 of them, said she had served Leila and her family in her restaurant.

"It's just shocking. I don't know what else to say," Campbell said.

Other residents in the community of about 7,400 people expressed similar feelings of disbelief.

"I did not want to believe it. You kind of thought so, but it's not something you want to believe," resident Tammy Ainsworth told Sacramento's KCRA-TV.

Aaron Plunk, a neighbor of Fowler's, said the arrest was staggering but he could rest easier now. He said he and his family had been extra vigilant about locking windows and doors, even though the street was being closely guarded by deputies.

"I think we were the safest house in the county," Plunk told the Modesto Bee.

Plunk's mother, Carla Plunk, said she had been scared enough to arm herself.

"It the first time I ever held a gun," she said.

Calaveras Unified School District Superintendent Mark Campbell said counselors will be available Monday at all schools.

The district "stands ready to provide whatever level of support and assistance is necessary to the Fowler family" and the community at large, he said Sunday.

Police released no information about what led them to arrest the unidentified 12-year-old for the April 27 attack. Following the crime, investigators did a door-to-door sweep of homes, storage sheds and horse stables scattered across the oak-studded hills foothills of the Sierra Nevada. Divers also searched two nearby reservoirs in search of clues.

Leila's brother told police he found his sister's body and encountered an intruder in the home while their parents were at a Little League game. He described the man as tall with long gray hair. A neighbor told detectives she saw a man flee the home, but she later recanted the story.

Police said there was no sign of a burglary or robbery. As part of the investigation, authorities seized several knives from the Fowler home, where Leila lived with her father, stepmother and siblings.

Calaveras County Sheriff Gary Kuntz said authorities spent more than 2,000 hours on the investigation before they arrested the boy at 5:10 p.m. Saturday.

Thursday, May 16th marks the US premiere of the 12th Star Trek flick: Star Trek Into Darkness. Like the 2009 film simply titled Star Trek, the new Into Darkness is directed by JJ Abrams and follows the adventures of the crew of the [new] original Enterprise under the command of a reimagined Captain Kirk played by Chris Pine. While the action-oriented direction of the last film, cockier Kirk, aggressive lens flares, and design of the new old U.S.S. Enterprise might have ruffled a few feathers, the 2009 entry kicked up the production quality of Star Trek films by an order of magnitude or two.

Four years later, the new Star Trek Into Darkness has already premiered in a number of countries worldwide and will be landing in the US next week. The new film has a dedicated iPhone app and a villain that recorded his audition with his iPhone while on vacation in England. And the Enterprise itself has a bridge that critics likened to the design of an Apple Store.

Okay, we might be stretching here. We just love Star Trek and we expect that you're likely a fan too. Statistically speaking, it's not a stretch to make that assumption. So, why not watch some Star Trek this weekend before heading to the cinema to catch Into Darkness? There are ten classic films staring your favorite combination of Shatner, Nimoy, and Kelley or Stewart, Frakes, and Spiner, and of course there's the 2009 Star Trek blockbuster with Pine, Quinto, and Urban. And they're all on iTunes, plus 716 episodes of five series spread across thirty seasons. In short, there's a lot of Star Trek to be watched, so with a new film coming up next week, you better get started now while you still have time.

Moths That Drive Cars (Really)

What you are about to see ? and I'm not making this up ? is a moth driving a car.

That's right. A silk moth ? actually, 14 different male silk moths ? each, in turn, hooked up to a robotic vehicle at Dr. Noriyasu Ando's lab at the University of Tokyo. Every one drove the vehicle to the intended target. If this were a driving test, all the moths would have passed.

The "engine," as you can see from this photo, was a rather large roller ball, looking like a computer mouse. From what I can understand from the science paper, it kind of was a computer mouse, a free-moving polystyrene ball. The moths would scramble, or dance, across the surface, moving the ball, which moved the vehicle. This is the first time I've heard of an insect running (or driving) a robot.

The problem is, they didn't know they were driving. They are moths, after all. What they thought they were doing was zeroing in on a lady moth. Dr. Ando procured a supply of moth perfume, the pheromone scent of an aroused female, placed it at the end of a tube, turned on a tiny fan and blew the scent at the male.

The male, wildly interested, headed for the source doing a mating dance that goes straight, then zigs, then zags, then makes a few turns then a full loop ? all to impress his potential mate. Sensors in the two-wheeled vehicle detected the steps and turned them into electrical signals that steered the drive motors.

According to blogger Sebastian Anthony, writing for Wired.com:

In all, fourteen male silk moths were tested, and they all showed a scary aptitude for steering a robot. In the tests, the moths had to guide the robot toward a source of female sex pheromone. The researchers even introduced a turning bias ? where one of the robot's motors is stronger than the other, causing it to veer to one side ? and yet the moths still reached the target.

In this video, you can see a computer readout of two of the moths driving to the right place.

Thinking about all this from the moth's point of view, Dr. Ando has some explaining to do. Not only did he fill 14 male moths with false hope, but he also fastened them (lightly, perhaps) to a stick that pressed them to the ball.

His defense? He and his team want to better understand the moth's antennae and sensory motor system. These critters jump into action when they want sex; they do it extremely fast, faster than any machine, and they do it unerringly. If Dr. Ando can figure out how, he could make robots do it too, which might help in an emergency, when a robot, for example, has to instantly detect and locate the source of a chemical leak or a hidden biological weapon.

But, says Wired.com's Anthony, while robots modeled on moths are one way to go ...

Of course, another possibility is that we simply keep the moths. After all, why should we spend time and money on an artificial system when mother nature, as always, has already done the hard work for us? In much the same way that miners used canaries and border police use sniffer dogs, why shouldn't robots be controlled by insects? The silk moth is graced with perhaps the most sensitive olfactory system in the world. For now it might only be sensitive to not-so-useful scents like the female sex pheromone, but who's to say that genetic engineering won't allow for silk moths that can sniff out bombs or drugs or chemical spills?

I can imagine Bruce Willis, peering through a window, sweat trickling off his brow, his muscles tense as he catches a brief glimpse of a mysterious chemical seeping from a pipe inside Good Guy Headquarters. He smells nothing. Nobody does. But they dare not enter the room ... unless ... UNLESS ...

"Send in the silk moths," he says

Small vehicles purr into action. "We'll know in a moment," Bruce says.

Everybody relaxes.

Alexander Graham Bell speaks, and 2013 hears his voice

WASHINGTON (Reuters) - Nine years after he placed the first telephone call, Alexander Graham Bell tried another experiment: he recorded his voice on a wax-covered cardboard disc on April 15, 1885, and gave it an audio signature: "Hear my voice - Alexander Graham Bell."

The flimsy disc was silent for 138 years as part of the Smithsonian Museum's collection of early recorded sound, until digital imaging, computer science, a hand-written transcript and a bit of archival detective work confirmed it as the only known recording of Bell's voice.

Carlene Stephens, curator of the Smithsonian's National Museum of American history, first saw this disc and nearly 400 other audio artifacts donated by Bell when she joined the museum in 1974, but she didn't dare play them then.

"Their experimental nature and fragile condition ... made them unsuitable for playback," Stephens said by email.

"We recognized these materials were significant to the early history of sound recording, but because they were considered unplayable, we stored them away safely and hoped for the day playback technology would catch up with our interest in hearing the content," she wrote.

That day came in 2008, when Stephens learned that scientists at the Lawrence Berkeley National Laboratory in California had retrieved 10 seconds of the French folk song "Au Clair de la Lune" from a 1860 recording of sound waves made as squiggles on soot-covered paper. That was nearly two decades before Thomas Edison's oldest known playable recording, made in 1888.

If the Berkeley scientists could coax sound out of sooty paper, Stephens reckoned, perhaps they could decipher those silent records she had guarded for decades.

She contacted Carl Haber at Berkeley and Peter Alyea, a digital conversion specialist at the Library of Congress. They chose six recordings from the collection, including the one that turned out to be the Bell audio, and made ultra-high-definition three-dimensional images of them.

The Berkeley lab's scanner captures gigapixels of information, and not just width and height but the depth of the grooves, with measurements down to 100 nanometers, or 250 times smaller than the width of a human hair, Haber said by telephone.

DEEP WIGGLES

Depth is important with these old recordings, Haber said, because a lot of the information about how it sounds is stored in the deep parts of the grooves.

"It's not necessarily a groove that wiggles from side to side, it wiggles up and down," he said. "If you just took a regular (two-dimensional) picture of it, you don't get the information you need."

Haber and Berkeley colleague Earl Cornell used an algorithm to turn that image into sound, without touching the delicate disc. The system is known as IRENE/3D, short for Image, Reconstruct, Erase Noise, Etc.

Most of the recording is Bell's Scottish-accented voice saying a series of numbers, and then dollar figures, such as "three dollars and a half," "seven dollars and 29 cents" and finally, "$3,785.56."

This suggests Bell was thinking about a machine for business recording, Stephens said.

"The recording on its own is historically interesting and important," Stephens wrote. "It answers questions about Bell personally - what kind of accent did he have? (he was a Scot who lived in England, Canada and the United States) ... How did he pronounce his middle name? ('Gray-hum' not 'Gram')."

The job of authenticating the disc began with a hand-written transcript of the recording signed by Bell (online here).

In 2011, Patrick Feaster, an Indiana University sound-media historian, inventoried notations on the discs and cylinders in the Smithsonian's collection. Many were scratched on wax and all but illegible, Stephens recalled.

"We then matched up one wax-and-cardboard disc, from April 15, 1885," Stephens wrote. "When we recovered sound from the recording ... the content matched the transcript word for word. It is a recording of Bell speaking."

Similar scanners are used in quality assurance for micromanufactured products such as microchips, optical components and to assure the flatness of touch screens. Dentists use them to take three-dimensional pictures of cavities to aid in making custom fillings.

The Berkeley lab has worked with the Smithsonian and the Library of Congress to learn more about the earliest audio records, some on tinfoil or even paper. And while Haber and his colleagues now know how to authenticate the recordings, they cannot do all the records that may exist.

The Northeast Document Conservation Center in Massachusetts is working with the Berkeley lab on a digital reformatting service for early audio recordings. There could be as many as 46 million of these early recordings in the United States.

The Bell recording was made at a time of creative ferment, Haber said, as Bell, Edison and others invented devices to change the way Americans communicate.

"Those guys were creating the future," Haber said.
